Used to buy and sell them all the time at gun shows.

What is the current federal legality in terms of possession, buying, selling, or shipping?  I imagine shipping is a nightmare now, but what about the other aspects?

No federal laws against smoke grenades. You can buy the M18 in different colours.
I'm not sure about CS grenades.

State laws might prevent them.

There is discussion that the initiator may be considered explosives by the ATF, and thus require explosive permits/storage, but I'm having trouble finding a source on that.

More recently, the ATF revoked an exception for multiple civilian smoke grenades, thus now requiring permits/storage for "explosives."   https://www.atf.gov/explosives/docs/open-letter/all-fels-nov-2023-notification-previously-exempted-special-explosive/download
