We CNC our End Plates to MIL-Spec, within .005", so that they fit as designed, which is tight around the tube and the tab fits deep and wide into the slot. This allows the tube to be installed inline with the receiver, not requiring lateral adjustment of tube when tightening to align the stock to the receiver. During CNC, our Operators perform SPC, or Statistical Process Control, measuring several key points on a set number of parts being ran in the lot to assure each part produced in that set-up is within design spec.
From your post,
it would appear that either VLTOR or IWC's part is at the max or slightly over the spec. You can adjust the fit of our End Plate by removing a small amount of material from the tab until it fits the tube, then apply some cold blue to prevent corrosion. Another customer experienced the same fit issue when using another manufacturer's Receiver Buffer Tubes:
