I hate thieves, and if these FFLs are taking stuff out of boxes shipped with someone else's name on them, it is CERTAINLY theft. Even if it is freebies included by the dealer/manufacturer, it's included for the owner of the item being sent.
I recently bought one of those new ARFCOM billet complete lowers and was at the FFL doing my transfer less than an hour and a half from the time the tracking info stated delivery. He had called me on my cell about half an hour after it was delivered & I told him I would be there in less than an hour to pick it up. The box was already open and while filling out the 4473, one of his regulars hanging around the shop commented on how heavy the lower is with others nodding along.
So, apparently, he let everyone in the shop at the time he opened the box fondle it. The front of the lower had a big gash in it like it was dropped or hit against something, down through the finish into the metal. I had to be cool when I saw it because I picked it up while on duty in uniform but I will NEVER do another transfer through him again. Do I know for sure whether or not it happened in his shop? I would had he waited for me to get there to open the box or I would've given him the benefit of the doubt if I hadn't heard about it being passed around. He has until the close of business the day following delivery to log it in his bound book, just avoid the whole issue by not opening the box until your customer arrives.
Sad part is, I had planned to come back two days later on my Friday off to ask him to order me an 870. No thanks, I'll take my business elsewhere now.
