No income tax shall be levied upon the wages or personal income of natural persons. Notwithstanding the foregoing provision, and except as otherwise provided in subsection 1 of this Section, taxes may be levied upon the income or revenue of any business in whatever form it may be conducted for profit in the State.

He will find a way around it. I started telling friends it would happen back in March when everyone had to lose their job and live on unemployment. Unemployment was underfunded so we need those working to pay for those not. Heck, he changed the law on background checks because of the intent he interpreted. Just interpret income as something else, or Jack property tax 3% and call it an emergency.
