Can someone correct me if I'm wrong? Is this just a Cabela's policy or State Law?

I tried to order some Blackhorn 209 powder from Cabela's today. I placed the order and it was denied because it could not be shipped to my address. I was like WTF? and saw this;

The sale of primers, powders, and Pyrodex is prohibited to the states of Delaware, Massachusetts, Maine, Rhode Island, New York City, & Jacksonville, FL.

Notice -- Synthetic Powder.
We cannot ship synthetic powder to DE, MA, ME, RI, Jacksonville FL, and New York City

Must be a Cabela’s thing. Have ordered many times from other companies with no issues.
