Have a friend who is an Illinois resident w/ a foid card, he asked me if/how he can sell excess ammo online. Google is pretty confusing, it says a FOID is needed if selling to another IL resident, but nothing about selling to people out of state.

Any suggestions?

The FOID act only discusses IL residents buying and receiving ammunition from in/out of state.  I see nothing in the law that discusses sales  to a non resident by a resident.

Shouldn’t be an issue so long as the buyer can receive it. He’ll have to take it direct to the UPS depot though. Where would it be going?
