Its a silly question but with how screwed up our state has become I have to ask (also the archive sesrch is down so i can't search).
In NY is it legal to purchase a rifle marked restricted law Enforcement only ? I ask because I came across a Mini 14 with no SAFE act limiting features so marked & want to purchase.

I know of no law that prohibits firearm possession based solely on a LE only marking. Assuming it is Safe Compliant you should be good to go (at least for the moment). For what its worth, I would check with the FFL doing the transfer.

Those were from the federal ban .....no longer applies
