Over the last several months the Kentucky Concealed Carry Coalition has gotten several reports of illegal signs in Harrodsburg. These reports were not very specific and no pictures were available. I finally decided that the only solution was for me to go to Harrodsburg and investigate. I could not find Harrodsburg's ordinances anywhere online, so my first stop was at City Hall where I found the City Clerk. I asked to see the city's Concealed Carry Ordinance and she immediately showed it to me. She did not demand an Open Record Request or give me any problems at all. As a matter of fact, she didn't even charge for the copy she gave  me. The city's ordinance is well written and complies with state law. I didn't see any signs on any city-owned building.
I decided the only way I was going to learn anything was to go to the parks. There are three city-owned parks in Harrodsburg. There is a small park in the middle of downtown and I couldn't find any signs there but both Young's Park and Lion's Park had signs. As you can see the signs say that firearms are prohibited in the entire park. A city or county can only regulate guns in BUILDINGS, not in open spaces. The city also owns Anderson-Dean Park jointly with the county and I found a sign at the Senior Citizens Center located in that park. I had to go to the PVA office to find out that the building was also jointly owned by the city and county. The was a sign in the window of that building. I also found a city form needed to lease any city park. This "Lease Agreement" was slightly different for each park but all of them said "No Firearms Allowed". I found these "Agreements" online. I sent an email to Harrodsburg Mayor Art Freeman about all of this. Last Friday, I called Mayor Freeman to follow up and he said that he would discuss this with the City Commission on Monday. You can watch that Commission meeting on Facebook here: https://www.facebook.com/cityofharrodsburg
The discussion of this issue starts a little after the 37:00 mark if you are interested in seeing it. It was decided to just remove ALL signs in Harrodsburg.
I called Mayor Freeman the next day and asked about the park's agreement and he said he had already changed them and offered to send me one of the new ones. I told the mayor he could forget about the Senior Citizens Center. Judge Dedman had beat him to that one from my discussions with Mercer County.

This may seem like a long post but I hope that people can see that these problems can be solved without any arguments, hard feeling or disagreements. They can be done by you. This a good roadmap to follow. I have been doing things like this for over twenty years. KC3 will continue fighting for your right to own and carry firearms everywhere in Ky.

Thank you, once again, softpoint. You guys are doing a heck of a job pushing back when the laws are overstepped regarding our fight to carry.

Hopefully, these violations will end next year. Savannah Maddox intends to reintroduce the same bill that KC3 asked her to introduce last year, which was HB 527. It will totaly repeal KRS 237.115 and then cities and counties will have NO authority to regulate firearms in any manner. That should put an end to any confusion they may have about that issue.
