I have to admit, reading comprehension is not my strong suit, but even so, I'm pretty sure this article is just poorly written.

Anyone in the know care to elaborate on what this appeals court decision really means?

Poorly written for sure, to me it means oc'ers will be asked to leave Devos. Maybe they should have had Betsy write it since she is a Education Master
