This is another BAD FOID bill. The ISRA helped negotiate it and are
neutral on it. It makes me very unhappy that they are working with the anti-gunners and trying to convince our side that it is OK to vote for this crap bill. They aren't helping us.
The bill doesn't have as many negatives as the "fix the FOID" but is mostly bad.
Our issues:
Requires transfer records be kept for
20 years by seller and purchaser unless transferred by an FFL. First offense is a Class A misdemeanor;
second offense a Class 4 felony.
Optional fingerprints allow automatic renewal of FOID card. We know where establishing fingerprints will lead to.
Background check fee is undefined,
Puts online processing fee into law.
Creates a FOID Appeal Review Board appointed by the
Governor (similar to review board for concealed carry that has some folks waiting over 2 years for their judgement)
Changes the review of appeals from ISP Director and whether or not the person seeking restoration of a FOID is now qualified, to a majority
opinion by a appointed board. No level of scrutiny, no clear and convincing evidence, not even a preponderance of the evidence...You get your gun rights back based on how these Pritzker appointed folks
feel!
All gun rights folks should oppose this bill.
