That MIGHT amount to libel or slander due to lack of qualified answer.
IE if i am a tile contractor or contractor quality review person and see tile that is sub standard, i can LEGALLY say, that is sub standard, shoddy work. If I am the guy who had it installed, I can say I THINK it is substandard based on XYZ. But The governor of the state cant come out and say " that is sub standard tile, joe's tile install did this shoddy work" without qualifications based to say that like a professional tile installer saying "this is bad tile, here is a report", state engineer saying " this tile is sloped wrong way, wont drain this shower, here is a design diagram". I really hope the info i read about her disparaging a guys work officially was correct...
ETA apparently susan downing has an article about this and the comments say they did send multiple emails to various vendors disparaging his work/person, from official email accounts. ..
