This is a feature and not a bug.

Epic, they can't afford to fix it.  However, we get a sanctuary state and free feminine products in the boys and girls bathrooms in school.

"This personal information did not come from ISP systems and servers."

<- IT professional

They likely either A) are saying they stuck their data in a cloud somewhere (because the cloud is the magic sauce everyone is trying to use to solve their problems these days), implemented some half ass security measures that they were responsible for because the cloud isn't automatically any more secure than a home security server in someone's bathroom closet by default OR B) were giving our data to someone else for "reasons" and that entity, or whatever method they used to transfer data to them, had shitty to no security. Either way that is a lame attempt to try to shake off responsibility for decisions and actions that were ultimately made by the ISP that resulted in the data getting into the hands of bad actors and their follow up actions of using those poor decisions to screw over every other gun owner in the state is downright evil.

In any sane world, this event alone should be enough for a competent civil rights lawyer to get a court to throw the whole FOID system out the window. A flimsy system always, ALWAYS causing delays in people being able to exercise a basic civil right? A personal data breech for this system that people were forced to use? Further using their incompetence as an excuse to deny the rights of millions of gun owners? Opening who knows how many people up to potential theft/murder by whoever now has that data? A cynical person might wonder if poor security wasn't implemented on purpose to get just such a result, what is to stop it happening over and over again until effectively nobody in the state can "legally" own a firearm?

That of course is lumped on top of the delays and outright mishandling and incompetence we have seen over the last decades, really seemingly getting worse as time has gone on. Civil rights that rely on a government bureaucracy to be competent, benevolent and impartial aren't rights, they are privileges.
