This is another "gotcha" law. Kirkland had this mandatory "Turn Right" setup onto Lake St S when heading east on NE 85th St on outside lane at that intersection. There was just a bus stop-sized sign between 2 trees, with no arrows or barriers to direct. You had to catch the sign off at the side of the street at the right moment or you'd miss it & go straight through the intersection without knowing that there was an issue. KPD would park at the other side of the intersection & write easy-money tickets all day. The city has since put up a turn-only barrier, but originally, it was intentionally deceptive by design.
This law is in that same vein. It has always been legal to turn R on red after stopping at an intersection if/when clear, & it's something everyone is familiar with. This will be a "secret" law, the state isn't going to put up signs at intersections. It's a cash grab, the benefits the local & state governments, & insurance carriers. It's a scam.
