HB-649 HOUSE BILL 649 AN ACT removing the requirement for physical safety inspections and on-board diagnostic tests for passenger vehicles and eliminating funding for the motor vehicle air pollution abatement fund. |

Typed testimony is optional. IMO the best testimony is the prepared FTF testimony. I know of someone from Jefferson going down, but doubt she'll provide testimony. ******************* For the record, I'm retired and have set my retirement hobby to pay attention to state politics when I'm not out mucking around on my place-which is every day. Every Sunday during the legislative session, I'll review the senate and house digital calendar and submit testimony on bills being hear that week. I do it on Sunday as for the testimony to be recorded, it has to be before noon on the day of the hearing. Easy button is Sunday. |

Look I am completely on the opposite side of this. Sorry Inspections are there to make sure EVERYONE has a safe to use vehicle on the road. I really don't give a shit about rust holes but crap tires and brakes or tail lights that do not work. Hell yah The storm before last I saw a dozen idiots off the road on 93 in my 40 min commute to Concord mostly why? I would guess out driving their shitty summer tires. Along with not knowing how to drive in the slop. We have enough accidents due to distracted dopes on phones we do not need to add to it cause someone's brakes are faulty. |

I just asked Grok AI this question: Do states with no annual vehicle inspection requirements have more automotive accidents than states that do require annual inspections? The answer is a resounding nobody knows. States with no requirements don't seem to have more, or more fatal, accidents than states with inspection requirements. Texas just got rid of theirs this year. My 13 year old Tacoma with no sticker did not immediately break and run over a bus stop the second I crossed the border. This is despite having over 150K miles and had been living in salt road states. Tacomas are well known for being rusty shitboxes. It's a bullshit tax and inspections are quite often very arbitrarily conducted despite the criteria being in black and white All it serves to do is keep the people who can't afford to buy a new vehicle every 3-5 years in older vehicles. In order to pass inspection, they have to keep throwing shitty parts at it instead of saving for something with more modern features. The whole thing is bullshit and contributes to keeping the lower class in shitboxes. |

NH is one of only 12 states that require annual vehicle inspection. The big money maker is not on the inspection fees, its on the tickets for lapsed inspection stickers and the money the repair shops get by always finding something that is a violation. Now the shops that do the repairs, that's a different story. I've had guys that used to work at shops tell me that if every car they inspected didn't require $200 in repairs to pass that they weren't doing their jobs. I've had inspectors tell me my car failed because of a bad TPMS sensor, not required in the law, fuck off. Tell me my car doesn't pass because a fog light is out. Fog lights aren't required, fuck off. Not pass my vehicle for windshield wipers. Really? They work fine but the shop says they're no good. The shops are trying to say that it helps them find small problems before they become big problems and cost people a lot of money. This is horseshit. I have had several major and costly repairs being needed when the same shop sees my car every year. They don't say anything until there is a big money problem. Vehicles off the road in a snow storm? Been happening for 50 years in NH, has nothing to do with tire type. Most of the recent issues with vehicles off the road are transplants that don't know how to drive in snow. They moved to NH and bought a vehicle with all wheel drive and think they are invincible on the road, anyone that has spent their lives or a large portion of it here knows the difference. The complete shitboxes driving around now that are unsafe are not inspected anyway. |

Whether it's a brand new G Wagon, or a clapped out Altima with no floorboards, people remain liable for the effects of driving their vehicle. Inspections don't change that. The question is and always has been whether the smooth-brain who let their brake lines rust out actually has any money to compensate me for their idiocy. Again, inspections don't change that. |

I lived for over a decade in Midwest states, none of which had vehicle inspections, never had any issues with safety on the roads. |

Passed the House 212 to 143, but just listening to the clerk, it goes to House Ways and Means so it needs another vote before going to the Senate. ETA: sounds like Ways and Means just waived off on it, so on to the Senate.

The EXACT same thing just happened to someone I know last year. Bought a nicer used car, took it to the mechanic to get the important things replaced. So it runs, drives, stops, has the right lights, the whole nine yard. Nope, random check engine light means it won't pass inspection. So a dozen or so people are internet sleuthing for this kid as she can't afford to throw every part in the world at it. Luckily it only cost $1K in parts and was eventually traced back to a new fuel tank being needed to eliminate the code. So did the cops. Make money off inspections--hmm they want to keep them. The hearing report is on the GC site. It's annoying and all fearmongering. HB2, the notorious budget bill rider, obviously passed the House last week and is now in the Senate with item #140 being a rehash of HB649. HB2, and like many others I get annoyed at omnibus bills, has many many House priorities in there and is worth a browse. |

Good that he is recused. Anyone that thinks repair shops and dealerships do not benefit from mandatory state inspections is either a fool or one of the beneficiaries of government mandated revenue generation. Of course the places that get customers driven to them by these inspection mandates want to keep them. Ask the repair shops and dealers if they still think its vital to the environment and safety if they have to do the inspections free of charge and can be sued for rejecting a vehicle for items that either don't need to be repaired right now or are not 100% in line with inspection requirements. I bet they'd sing a different tune. Honestly, its the same as when they were pushing universal background checks and interviewed gun dealers to see if they were in favor of it and most were. Why? Because it would generate free revenue for them, no need to stock something to sell, just charge a transfer fee for private party sales. Ask the same dealers if they would be in favor if the government required them to do the transfers for free and then see how they feel about it. |

Keep checking back here hoping for some good news… That this is still in committee is beyond ridiculous. Even more irritating is the committee chair is my senator, and he never replied to my email. I’m glad Fenton cannot vote on this. I would hope that also means he cannot participate in any discussion on the subject, and attempt to sway the opinions of his fellow committee members based on his financial incentive to keep the annual inspection in place. |

For some reason I think the children(H vs S) are fighting again. Article popped up a week or so ago saying the senate was sitting on bills. Possible house pushback on the zoning according to the concord HOA bills. The senate passing bills like HB381 and 482 then tabling them. The budget tug of war. Shenanigans afoot.
