anyone ever seen this..........saw one parked out in front of the Walmart and standing behind his pickup truck...........I stopped and talked to him for a minute, but didn't ask what he was doing..............

Many stores hire LE for security details during the holidays. especially for Black Friday. Nothing new or unusual.

They get paid, $25hr (local LE) is good money considering how much they make on-duty.

True.  Just like many Chick-Fil-As hire off duty cops to do traffic control.

True but not necessary a bad thing.  The public sees a benefit from traffic control at Chic-Fil-A, High school/College ball games, Church entrances/exits, etc.  Traffic flows better and there are fewer accidents further clogging traffic.

How is having a police presence in public, mostly paid for by a private entity, a bad thing? LE on private details are still responsible to respond to serious incidents if nearby and/or handle incidents that are connected to the detail vs. using a zone unit. Most security details are stagnant duties meaning at most a quarter tank of gas gets burned. $20 in gas for six to eight hours of police presence is a pretty good deal IMO.  

Who else is going to sit in construction zones keeping traffic speeds reasonable? All those FHP/Local guys you see sitting in construction zones are off-duty. All those over-size loads are escorted by detailed Troopers and/or local LE who are on detail.

You will love this... Most places run the pay through the agency, which means it also goes towards retirement income (high five).

While you're on the topic, many agencies also allow off-duty use of agency vehicles. Take the kids to school, grocery runs, etc., all allowed. Some agencies allow unlimited state-wide use of agency vehicles based on your rank/position, generally Command Staff.

I have an unmarked Tahoe with regular plates, I can use my vehicle anywhere in our Judicial Circuit and/or adjoining counties.

ETA- I haven't worked an off duty detail in about 12-13 years, I get enough shit just working my regular shift.

Here, a certain amount comes out of the hourly side job pay for use of the patrol vehicle. Iirc, it’s about $2.50. It is just sitting there, so not a big deal. So if they work a 5hr side job, the department is getting about $13 for use of the vehicle.

Not sure where you are getting your info from.  Where I work all details are approved by the patrol major.  There is the standard rate and the holiday rate which is $10.00 more an hour.  The business who hires off duty deputies pays for a minimum of three hours.  Upon completion we bill the job out and the business is given a bill.  The agency gets the money and keeps approximately 15% to cover vehicle use, insurance and workman’s comp.  Our  detail pay doesn’t go to FRS.  Some agency uses the base rate for new hires so the money goes to FRS.

Every agency has different policies.  FWC officers working off duty gigs have to carry their own extra insurance, pay back mileage use and a couple other things along with a monster paper trail.  Messing up your off duty paperwork is a quick way to lose your job.
