Would having a spouse with a prior felony conviction prevent the other from obtaining a CWP?

It should not impact at all.

But... remember that you must store firearms out of their ability to handle them.
You can still carry, but if you want to have it in the car (glove box, etc) then the person with the felony must not have any access to it.
