I can see it. While there is no duty for a police officer to put themselves in harms way for citizens, rather they are only obligated to investigate and pursue crimes after they have been committed, this part explains a bit



The investigation showed Peterson refused to investigate where the gunshots were coming from, retreated during the gunfire as victims were being shot, did not move from his hiding place for 48 minutes and directed other law enforcement who arrived on the scene to remain 500 feet away from the building, FDLE spokeswoman Jessica Cary said in an emailed statement.

I thought the dude was cowardly but I also know govt can't be sued for failure to protect.   It's been tried many times and rejected by courts over and over.
So when the govt says give us your liberty and we'll provide your safety, they are blatantly lying.
