While it is not as clear as it is with the Governor, there is a good argument that the recall provisions don't apply to members of the General Assembly either.
Everyone posts and reads 24.2-233, but no one bothers to read 24.2-230:
"This article shall apply to all elected or appointed Commonwealth, constitutional, and local officers, except officers for whose removal the Constitution of Virginia specifically provides."
Removal of the Governor is specifically provided for in Article IV Section 17 of the Virginia Constitution. Impeachment is the only listed grounds.
Article IV Section 7 of the Virginia Constitution provides for removal of members of the General Assembly by EXPULSION.
Virginia's recall provisions are trash, but they are what they are, and there isn't any way that the Democrats are going to change them.
