Only if it is being sold and shipped by an FFL. There was one out of state dealer who was taking ammo that customers had bought, and then calling a third party shipper to pick up the customers property. The package was addressed with the customer's name as the from and to shipper, so Fed Ex\UPS\whomever was just shipping your stuff from you to you.
