The bill with it's adopted striker amendment now reads as such:
" EFFECT: Eliminates the requirement that a dealer may not transfer a firearm to a person unless the person has a valid permit to purchase firearms, and removes all provisions of the bill that relate to permits to purchase firearms. Retains provisions that provide that a dealer may not transfer any firearm to a purchaser or transferee until: completion of a background check indicating the person is eligible to possess firearms; and 10 days have elapsed since the dealer requested the background check. Also retains provisions updating firearm transfer and background check processes, including updates to conform to the implementation of a state firearms background check program Retains the firearms safety training program as a requirement for the purchase or transfer of a firearm. Provides that a dealer may not transfer a firearm to a person unless the person provides proof of completion of a recognized firearm safety training program within the previous five years. Removes live-fire training from the required components of the firearm safety training program. Removes the requirement that the firearm safety training program must be certified by the Washington State Patrol as compliant with program requirements, and provides that proof of training must be in the form of a certification that states under penalty of perjury that the training included the minimum requirements. . . . Changes the effective date to January 1, 2024, rather than January 1, 2025." Mar 72nd substitute bill substituted (APP 23). (View 2nd Substitute) Rules suspended. Placed on Third Reading. Even I see the value of safety training but once somebody has learned how to safely handle a firearm they don't forget and whatever you try and teach them after 20 years of handling firearms is up against a lifetime of habits. This is just punitive and an effort to make it harder to buy a gun and any actual safety benefits to gun owners is accidental. If they wanted this to be common sense it would be once for life. |

There’s an IG post by FPC that says if 1240 doesn’t pass by 5pm today it’s dead. However, I believe that was the same case last year with the mag ban. They introduced the bill at the time deadline then went into recess I think and ended up passing it close to midnight. I’m sure we’ll see the same shenanigans today.

This sucks but if you have time, please send a short one or two sentence email thanking the pro 2nd Amendment politicians. I hope the CA bans are ruled unconstitutional soon. I think a judge in Illinois ruled that state’s ban is unconstitutional yesterday but I don’t know the details.
