I've only shot an HK 40c once, and I didn't find it particularly soft shooting. My M&P .40 is softer shooting to me. I think it's because I can get the web of my hand higher up on the gun. HKs feel "tall" to me.....like Sigs.

M&P

The only one of the bunch that was designed from the get go to be .40 and then downsized to 9, instead of being designed for 9 and upsized

Add the CZ P07 and -09 to that mix, IIRC.

I would vote the USP 40 full size (mine is LEM), P229DAK second, USP compact (again LEM) third.  S&W M&P 40 honorable mention.

I own this and a XD 40 Tac.  Discussion about perceived recoil aside, someone once said “Any gun will do, if you will”.
The 229 is nice also. Best is subjective.

I've only taken mine out once since I got it a few months ago, but was impressed with it's lack of perceived recoil.

For years I always thought the HK USP 40C was the best shooting .40 pistol of its size. That is until I shot the HK and a SIG 229 .40 back to back. Maybe it was the additional weight of the SIG but it sure seemed to shoot alot smoother. For full size, the Glock 22 is hard to beat.

The usp 40 is a great gun. I'm kicking myself for not getting a usp357 when they were available.
