It’s a look-down-radar balloon. It’s usually on a tether at about 6,000 feet. It’s marked on aviation maps to warn pilots not to run into the cable.

that’s the blimp that is chained down and has telescope style camera and lens. it can take photos of downtown cuba and track boats all around the keys.
