I can connect my usb cable and get files from the phone to the PC, but cant put photos ONTO the phone.  I can upload to iCloud, but is transferring from PC to phone not an option with just the usb cable?

Here

There is no "native" way to do it directly.  3rd party software, including that offered by the company linked above, can do it.
