If he genuinely has no clue what tools he needs, something like this might not be the worst start. At this stage he doesn't know what tools he needs / will use.

He'll quickly figure out which tools he uses once he starts using them and which he doesn't. As long as his plan includes buying better quality replacements for the ones he actually uses then it could be okay.

I do like how the picture shows the dude using a level and saw. Which aren't in the set...

Probably not a bad starting point for a new homeowner or someone living on their own. I’ve gone to help out plenty of people with little issues, and sometimes they have tools, sometimes they don’t. We take for granted a lifetime of accumulating a variety of both general and specific tools. I remember the first time I saw someone say “I have some tools that the builder gave me when we bought the house, let me see if I can find them” and they trot out a little tool kit like that. I keep my chuckling on the inside, and show them how to do what I’m doing and why.
They’ll eventually grow out of it and buy nicer stuff as they need it. Or maybe not. Ain’t no thing.

Watch Project Farm videos for basic tool bargains.  
I wouldn’t buy that kit.  The real bargain in tools are quality use over a long time span.   The PF guy even tested a 1980 vintage vise grip , fresh out of the packaging and showed how tolerances and performance were superior to new stuff.

I know it's junk but it will store well in my truck camper  and should work for any type of small repair that I might need when camping . I'm taking the chance for $35.00

I also have a took kit in my truck but that's geared more for mechanical breakdowns and repairs on the road.

Most home tool repair kits are built up over time. Need to nail something in, go buy a hammer and nails. Need to screw something in, go buy a decent screwdriver set. Depending on how ambitious you get, the bigger your needs will be and so will the size of your tool collection. On most jobs, the difference between somebody else doing it and yourself is the costs of the tools. The difference being, you now have the tools for the next job so you don't need to buy a hammer or screwdriver set again or table saw, compound miter, steel chop saw, tile saw, etc.

My company at the time, hired a "mechanic" to repair intermodal cranes at a rail yard.  He showed up the next day and opened up a blow molded case of Chinese crap that even included sockets and wrenches all the way up to 3/4' inch
Confessed later to me his profession was making turquoise rings for a New Mexico reservation!

OP, you don’t have to buy the flashiest professional quality tools, lord knows that I could still get my job done with less, premium tools are about lifetime durability and ergonomics.

That kit is pure dogshit though. The Allen keys will strip, and screwdrivers made of chinesium mystery metal aren’t what you want to be using.

A set from Home Depot will at least have some warranty behind it. The harbor freight kit posted above has a lot of stuff, and I’ve had good luck with their Allen keys and some other small tools.

I got married in 1971.  That year my in laws bought me a nice Craftsman tool set.  That was back when they were quality tools.

51 years later that set is still going strong.  In the interim years I have bought other lesser quality tools that have worn out or broke.

It is always good to get the best quality available.

This is kind of the way it is now.  None of the “men” my adult daughter knows have tools.  My own son doesn’t.  My father-in-law (before his death) and I tried to figure it out…for many today, it’s just expected to throw stuff away or call a pro.  

Not nearly as much interest in stuff that’s not on a screen.

For everyone talking crap, my wife has a similar kit from when she was single.  Except it's purple. Ratcheting screwdriver with most common tips, pliers, crescent wrench, hammer, tape measure, etc.  Yeah, it's cheap.  But it works for stuff around the house.  

I'm a general contractor and have much nicer tools that are usually in my truck.  For 90% of small fixes around the house, I find myself with a purple tool in my hand because they're sitting on the shelf right outside the door to the garage.

I'm sure that kit would work for 95%+ of homeowners just fine.
