Can I use polyurethane to help seal a power tool rack that was painted with satin black acrylic latex paint?  Aesthetics are not the concern here.

If not, what product should I look for?  Prefer brush or roll on products, not spray on.

If anesthetics are not a concern, then why question?

But no, poly over latex shouldn't cause adverse affects. Scuff it lightly with 220 grit, clean, and apply several coats

My concern would be that the latex will be affected by the outer coating and start peeling off under the poly.

Not a chemical engineer, but I have seen coatings fail because they trap gasses inside of the previous layer.
