Brooklyn Safety Patrol Leader Is Charged in Sex Abuse of Teen
On Wednesday, sex crimes investigators for the New York Police Department received a troubling report: The influential leader of a Brooklyn safety patrol known as the shomrim had been sexually abusing a teenage girl, the police were told. A day later, detectives arrested the man, Jacob Daskal, a leader of one faction of what has been, since the 1970s, a sort of auxiliary police force for the ultra-Orthodox Jews of Brooklyn's Borough Park, Crown Heights, Flatbush and Williamsburg neighborhoods. Mr. Daskal, 59, was charged with statutory rape, sexual abuse and other crimes. The authorities believe the abuse took place at Mr. Daskal's home between August and November of last year, when the girl, who is now 16, was a year younger. But the inquiry is continuing, to determine if the alleged abuse occurred over a longer period of time or if there were additional victims. The revelations cast another shadow over a group that has long cultivated relationships with New York's law enforcement and elected leaders and that has secured government funding for vehicles, phones and other equipment integral to its brand of security for some of the city's most insular populations. On several occasions, critics have questioned whether the shomrim's proximity to authority has fostered vigilantism or corruption. In May 2016, two men linked to the shomrim of Williamsburg admitted to taking part in the assault of a black man in their neighborhood. A month earlier, Alex Lichtenstein, a former member of Mr. Daskal's Brooklyn South Safety Patrol, which covers Borough Park, was arrested on federal charges of trying to secure handgun permits by offering the police thousands of dollars in cash bribes. In the case of Mr. Daskal, 59, he was arrested at 12:30 p.m. on Thursday, within the 77th police precinct, the police said. He was then taken to the Brooklyn Special Victims squad, they said. On Friday, the police said that Mr. Daskal had been charged with third-degree rape; third-degree criminal sex act; forcible touching; acting in a manner injurious to a child less than 17; and third-degree sexual abuse. He shuffled, handcuffed, into court for arraignment and pleaded not guilty before Judge Deborah Dowling, who issued an order of protection on behalf of his accuser. Evan Lipton, a lawyer for Mr. Daskal, said his client was prepared to surrender his passport. Afterward, as Mr. Daskal was released on bail, some supporters surrounded him in a hallway as Mr. Lipton told him, "Your phones have been seized." View Quote |

Black, Jewish communities in Baltimore at odds over Shomrim volunteer unit
When Pauline Watson felt threatened by teenagers loitering outside her condominium in this city's Park Heights neighborhood, she didn't call the police. She called Shomrim. "We were scared, okay?" said the 65-year-old African American, adding that most tenants in her building are elderly. Police in this crime-ridden city have their hands full with more serious matters, Watson said, and often cannot respond quickly to non-emergency calls in her working-class neighborhood. Shomrim was on the scene within minutes, she said, and dispersed the teenagers peacefully. Since 2005, Shomrim, an Orthodox Jewish volunteer unit, has added a layer of safety to this city, residents such as Watson say. Calling themselves additional "eyes and ears" for the police, more than 30 Shomrim volunteers man a year-round, 24/7 hotline, responding to 130-150 calls for help each month. Maj. Johnny Delgado, commander of Baltimore City Police Department's Northwest District, where Shomrim patrols, calls the citizen squad "invaluable." But a recent violent encounter between Shomrim and a black teen sparked a larger confrontation between the city's black and Jewish communities, with both groups accusing the other of harassment and racial hostility. In November, a black 15-year-old accused Baltimore Shomrim volunteers of accosting him on the street, striking him on the head with a radio and saying, "You don't belong around here" - a predominantly Jewish section of Park Heights. Eliyalu Eliezer Werdesheim, 23, a Shomrim volunteer and former Israeli special forces soldier, and his brother Avi Werdesheim, 20, who does not work with Shomrim, have been charged with false imprisonment, second-degree assault and possession of a deadly weapon. Both are scheduled to be arraigned in Baltimore City Circuit Court on Feb. 16. But Baltimore City State's Attorney Gregg Bernstein - the city's top prosecutor - decided to drop a more serious felony assault charge against the elder Werdesheim, enraging some members of the black community, who have protested outside Bernstein's office. Hasids who beat gay black man get probation, community service
Two gay-bashing members of the Orthodox neighborhood watchdog group Shomrim were sentenced to just three years probation and 150 hours community service Tuesday after they admitted to taking part in a vicious Williamsburg attack. Pinchas Braver, 22, and Abraham Winkler, 42, will also have to pay $1,400 in restitution to Taj Patterson, who they brutalized in Dec. 2013 yelling anti-gay slurs at the man as he walked alone before jumping him and beating him mercilessly. Patterson, now 25, was left with a broken orbital socket and torn retina. He remains blind in the left eye. He was not in court Tuesday. Braver and Winkler tried to dodge the plea condition that their community service hours be served in a "culturally diverse neighborhood," outside of their own Hasidic community. Shomrim leader pleads guilty to bribing cops for gun permits
A Brooklyn Shomrim safety patrol leader pleaded guilty in Manhattan federal court Thursday to bribing NYPD cops to expedite gun permits. Alex "Shaya" Lichtenstein pleaded guilty to two counts of bribery after copping a plea deal with Manhattan federal prosecutors, who will recommend he spend between five and six years in prison. At the hearing, a choked-up Lichtenstein told the judge he abused his "good and friendly relationship with the NYC police officers" by bribing them for favors, including "expediting gun license applications that I submitted for other people." The plea deal comes just one week after Lichtenstein tried to claim that the feds trampled his constitutional rights by interviewing him while drunk. But his own surveillance video shows he invited the agents inside and was not under arrest at the time so there was nothing the FBI could do about his drinking, prosecutors said. Judge Sidney Stein sentenced Alex "Shaya" Lichtenstein to 32 months in jail and ordered him to pay a $20,000 fine and undergo alcohol addiction treatment as penance for bribing cops. Prosecutors wanted him to go away for 4 to 6 years, but the judge cited Lichtenstein's charitable works in giving him a lower-than-expected sentence. "Mr. Lichtenstein has led a life of great deeds," Stein said. "He has also committed a great crime." Orthodox cops: Separate and unequal
The public got a second shock when it learned that Leiby's disappearance was only belatedly reported to the police, and that a privately run, Orthodox Jewish "patrol" called Shomrim reportedly had video evidence that went unused during the crucial hours before the murder, while untrained Jewish laymen tried to handle the investigation themselves.
And now comes what ought to be shock No. 3: Jewish vigilante groups like Shomrim, unskilled and ill-equipped for police work, and all too often driven by religious proscriptions to keep their community's crimes out of the public eye, are being paid to interfere with the authorities by New York City taxpayers through the generous offices of some City Council members. The council's just-finalized budget for 2012 includes more than $130,000 in "member item" donations to private Orthodox Jewish pseudo-police gifts of taxpayer money that were personally authorized by Democratic Brooklyn City Councilmen Lewis Fidler, David Greenfield, Brad Lander and Stephen Levin. Remember that these Jewish patrols operate only in a few Brooklyn neighborhoods and answer to the needs of only one religious community. Consider the "Kol Tzedek" program announced, with much fanfare, by Brooklyn prosecutors in April 2009 in conjunction with the Orthodox bulwark Ohel Children's Home and Family Services agency. According to District Attorney Charles Hynes, the initiative was "aimed at helping sex-crime victims in Brooklyn's Orthodox Jewish communities report abuse . . . to secular authorities." But when Ohel announced the same program in its own promotional newsletter, it carefully excised from the DA's press release every reference to police, prosecutors or the reporting of crimes a move that was especially disturbing from an agency dogged for years by allegations of shirking its own obligation to report suspected child abuse. For its insult to the DA and his stated law enforcement policy, Ohel was rewarded with $900,000 in federal "earmarks" for fiscal year 2010, approved by then-Congressman Anthony Weiner. ...taxpayer-funded largesse to Jewish patrols is becoming a New York City tradition. In 2009, the Flatbush Shomrim Safety Patrol got itself a lavishly outfitted $250,000 "mobile security command center" with "hefty grants from the City Council and Brooklyn Borough President Marty Markowitz," according to founder Chaim Deutsch. The 22-foot-long vehicle is equipped with a conference room, computers, a fax machine, a color copier and a flat-panel television screen. View Quote |
