Watch it at 1/4 speed. Looks like pressure differential / vacuum from the fast moving fluid in the pipe. I'm definitely a scientist.

I don't think it was suction. Looked to me it was some sort if culvert that had a lot of fast moving water in it. His legs went in and he was not strong enough to fight the drag exerted on him.

Thats what it looked like to me, and it makes a lot more sense than the suction idea. His hammer going in jerked him off balance, and he tried to catch himself by stepping into the pipe, where the water grabbed him and dragged him down.
