I used to work for the engineer that invented (first assembled) video poker and did extensive work with gaming machines as Computer Chips became the operational guts of the machines.
State gaming law dictates the worst or best case payout for slot machines..depending on if you are the player or house. The house always wins.
Example: 87/1 Slots have to pay back .87 cents to every dollar played. Not by each machine. Collectively.
So the chips are programmed with those odds or better depending how the casino is marketing it self.
It is never absolutely perfect but dam close to the programming.
The house can give back more but the State Gaming Commision mandates the base number.
The house almost never owns the slot machines. Bally or IGT, etc does. The machine companies also get the lions share of the money from slots. Not the house.
Which is why you see a shit load of oversight when machines pay out big or have to be opened.
Everyone, including the State wants their correct share of every dollar played.
