Vanilla android using QEMU in ARM mode, sure. Need a more comprehensive emulator, probably, for specific target h/w platforms, or advanced features.

This is the easiest but it's a little slow, at least on my machine.  Seems fully functional.

My first thought. I got some Wyze cameras, and they're only viewable via an Android or iOS app. BlueStacks will let you install Android applications. It works fine for me.
