8 year old matco norca 212 hose bib that wont open. The handle will turn and you can feel it moving, but it feels like something is stuck inside. Would this just be the anti siphon or do i need to replace the whole thing. It seems to open if i run the other hose on the other side of the house, which make me think its release the pressure.

Air locked?  Pull the stem and let the air out till the water is running then reassemble.  I had to do it to my anti-freeze bibs after I shut off the water to do some work.
