GPU "organs" of the state could dole these out for such heinous offenses as stealing a loaf of bread, knowing someone who they did not like or if the local party head wanted access to your new, pretty wife.

This guy posted a funny picture on the internet and is facing ten years of his life wasted in a federal prison.

That is less of an offense than stealing a loaf of bread to feed your starving family. Let that sink in.
