The only pre-shave I do is to wash my face with hot water, so I have no suggestions for you there.
As far as shaving creams go, I haven't tried many as I go more for shaving soaps. Of the three I've tried (Taylor of Old Bond Street, Knightsbridge and Simpsons) Simpsons is the best and the only one I'd buy again. Alas the Simpsons I have is the old formula that comes in the metal tin and I haven't tried the new formulation which is supposed to be better (at $20 a tub I doubt I'll get any, I will if it drops back down to $12). If you don't mind something a little thicker The Sudsy Soapery makes shaving soaps that soft and easily scoopable (more like a soft croap or partially dried out cream) that greatly outperforms any of the creams I've tried.
As for aftershaves, the most nourishing ones I've tried are the Barrister & Mann, Declaration Grooming and Wholly Kaw aftershave splashes (I don't like the greasy feeling most balms/lotions leave so I prefer splashes). Barrister & Mann and Wholly Kaw do also make balms. Nivea is good (I just didn't like the greasy feeling). Zingari Man is supposed to be very good.
