Currently, you have to affirmatively turn on email notification of of IMs. Not everyone knows that feature is even available, and there's been people who have missed IMs in the Equipment Exchange because they weren't checking the forum.

Email notifications of IMs should be the default. I suspect nearly everyone would choose that option, and anyone who doesn't want it can turn it off.
