The mortality rate for all of the age brackets 49 and under combined is the about the same as 50-59 alone, and it goes up dramatically from there.

A lot of viruses that impact the elderly also impact very young children, but this one has specific symptoms that would more heavily impact elderly and not most young children.

If China were to release something to help with population control, that would make the most sense.
