What is exactly is it and how hard(and expensive) is it to get certified?

Apparently an application I've been supporting for a number of years is moving to this for data integration in a newer version. I've been told, unless I'm certified I won't even be allowed to poke around in a dev system to compare how this new integration tool compares to what I've been using for over 10 years.
