The translateral neck restraint (carotid) is extremely effective when applied properly. It does however require dozens of hours of training.
There was a multimillion dollar study on racial profiling by police conducted in the San Francisco Bay Area in the 1990s. Several LE agencies were required to collect driver data from every traffic stop overa two year period. The results were amazing because they actually reinforced every social stigma and stereotype from the various cultural groups in regards to their driving behavior and adherence to criminal law, all while negating the profiling claim. |
