Half the people on that list were fraudsters who actually conned clients out of money, embezzled funds, and made false claims  to get government reimbursement. They got what they deserved.

I'm surprised he didn't pardon more of the hedge fund managers and audit partners who were convicted of insider trading, as their crimes were actually victimless; they should have only been on the hook for civil litigation from their employers/clients.
