![]() Arkansas Police Officer Charged After Dogs Shot In woman’s Home Video description A Palestine, Arkansas, police officer is facing a first-degree assault charge after authorities say he fired several shots inside a home, killing two dogs. According to the St. Francis County Sheriff’s Office, Harold Holland, 36, was booked into the St. Francis County Jail and has since been released. The incident reportedly happened in July while Holland was at a home where a man involved in an earlier domestic dispute was retrieving belongings. The dogs’ owner, Haley Smallwood, told WREG that Holland shot her Rottweiler and pit bull multiple times. Holland reportedly claimed the dogs were acting aggressively, while Smallwood disputed that account and said she was standing near one of the dogs when the shots were fired. Smallwood also said six children were inside the home at the time and that the family continues to grieve the loss of their pets. The Palestine Police Department's internal investigation was turned over to the St. Francis County Sheriff's Office, which said its findings were provided to the prosecuting attorney. The prosecuting attorney subsequently determined the charge. This video is the trimmed version of the incident. I encourage viewers to slow the video down and watch closely. Listen carefully as well. |

Well, that’s one way to reduce domestic violence calls, I guess. “Sure, lady, we’ll escort the guy off your property. We’ll just slaughter your dogs in the process.” |

So the Cane Corso and Pit that were knife fighting at a call I went to last year should not been shot had they attacked me? Are you on pot needles? My 11.5” suppressed Colt convinced the idiot homeowner to put their dogs in seperate bedrooms so that i could deal with the ongoing domestic. In a calm voice I told them above the snarls and growling that if they let the dogs loose they’d be shot, no screaming, no yelling, just factual information about what I would do. Problem solved. They must have been convinced by my sincerity. I’ve been back to that address 20 times on domestics. You know what the homeowner does now after they call 911? They put their dogs up so they don’t attack, and get shot. The undisciplined dogs bring chaos with them, which is what the owner wants, as the adrenaline dump from the domestic is a high in itself. I am so sick of bloviators. That Cane Corse is now pushing 160 pounds. You fight with it on the ground for your life if you wish, if you live thru it you won’t allow it to happen again unless you’re SPED. I’ve seen enough maulings that I’m going to pass, whether you like it or not. If you are a tool 3rd class and turn the dogs loose on me, they get shot, you get in the way to save Bruno while they are attacking me, you may easily get shot. I’ll take my chances with the grand jury. |

It appears you have sufficient presence of mind to warn the owners to control their pets before shooting them, unlike apparently many other cops in other agencies in your state and beyond. All those few "bad apples" we keep on hearing about. There are bad apples at Auto Zone, we are humans and all of us are bad. The Bible tells us that in no uncertain terms. There are many domestics where chaos rules, and no one listens, but to the taser. I own three phenomenal GSD’s. They amaze me daily at their stamina and beauty and power to weight ratio. If I was as retarded as the people on many of the calls I have been to, and turned my dogs loose in what is essentially the inside of a cargo container, bad stuff can happen. Do police work long enough and the chaos lands in your lap. Yes, some people are more scared of dogs than others. Some cops are downright drama queens around dogs, and act irrationally. Same with my wife and frogs, I don’t get it. The world we live in is much more chaotic than it has to be. We choose this. |

One of my buddies (retired mail carrier) did this very thing. It was rare rhat he had problems with dogs on his routes and ended up with a few strays over the years as pets. |

What gets folks all riled up is that the chances of the Auto Zone employee getting loved tenderly by the legal system for malfeasance of any kind are orders of magnitude greater than your chances as a cop. It's the perception (and oftentimes reality) of cops and other agents of the state being allowed to get away with pretty much everything - up to and including killing other people - with zero personal consequences. |

So, domestic abuser dude opens the door to let his ex's two power breed dogs out to go after the cop, with predictable results. I wonder if he did it as a last F-U to her. |

Not a TBL bootlicker but that looked very much intentional by blue shirt dude. Rotty was sounding pretty unfriendly and pittie was trying to get in close. I’m not sure this is a good charge. |

God damn I hated working in homes when the owner wouldn’t control or put away their dogs. Most were harmless, some were aggressive, but they all got in the damn way. Please put your dogs away when you know strangers are coming into the house. That being said I never shot someone’s dog in their house either. Conflict resolution and descalation not a thing anymore? |

Hence the over the top drama of the wifebeater when the kid got upset, wifebeater realized he screwed the kid and immediately wants to deflect responsibility. As usual, the kids suffer. |

Didn’t the ex girlfriend also say the DV offender guy was looking for a gun right before he released the dog? Officer was probably on edge already. ETA: already confirmed, cop was in a bad situation |

I’m not sure this is a good charge. Definitely looked intentional on his part. Especially given the dynamics of the situation in that he was trying to escalate the situation, and previously had been very deliberate about keeping the door closed. Yet that time he left it wide open. |

Usually on keep the peace calls we would limit them to grabbing a few things to get them through the next couple of days Some people would try to tie us up for an hour or more by trying to take everything they'd own out of the house. We didnt have time for that. What this officer was going to allow the guy to take was up to him and however his agency operates. |

So when any van showed up, she loved that and with tail wagging she would stand in front of their door waiting for a treat. I’d have to go out “she just wants a treat!” but none ever had any and they were repeat drivers. They still acted po’d and scared. I finally got the hint and keep her put up until evening and then back in for dinner. I guess maybe it’s policy not to but come on |

I dunno man. I'm of the opinion that cops shoot waaaay more dogs than they should, and 100% more mini donkeys than they should, but getting these two bits of information to immediately have to process may have turned the scenario up to 11. Her immediately prior comment about him looking for a gun, coupled with the unexpected appearance of a big breed known for being effective at violence approaching at a more than leisurely pace... Was the guy looking for a firearm to be able to commit some violence with it on the spot, probably not, but having to immediately process those two information streams on a DV related call that are statistically known for going south is not a position I'd want to be in. The cop asked about a dog/dogs he was hearing, sounded like a smaller one. Had the female had the presence of mind to mention she also had some bigger breeds onsite but secured I wouldn't be surprised if the officer would have told her to ensure they stayed secured and maybe this could have been avoided. It's a shitshow, I came in expecting to be pissed at the cop over this but I'm a wobbler now. Admittedly I stopped watching the video right when the gun came out and the first shot was fired. |

The officer is a pussy, but I think there's enough gray area that termination is warranted rather than criminal charges. I had a job (insurance) that involved going to houses, day after day, week after week. I dealt with rotties and pits. Tried my best to make friends with them, but I had the luxury of not fretting about homeowners being shitstains the whole time. |

Six kids, a Rott and a Pitt, and a domestic violence call. Talk about wading through a sea of bad choices. Cop is an asshole though, wasn't at risk and didn't give the owner a chance. I would say a firing and removal of cert is warranted, don't know about charges. |

“He got charged with first-degree assault for shooting his firearm so close to me,” said Smallwood. “He deserves way more than that, in my opinion. “ .. She said that Palestine Police Chief Jeff Nichols told her he had viewed the officer’s bodycam video and had expressed concern about the officer firing his gun while she was standing next to the dog. https://wreg.com/news/ar-officer-charged-in-connection-to-shooting-of-dogs-in-home/ He's not getting convicted.
