Alot of that does not apply in my county.
Fill out app with references, take safety course, get fingerprinted. Wait a while, go pick up permit at sherriff's office. To add a gun, buy gun, take receipt to sherriff's office to have it added (15 minute process) Go pick up gun. It's onerous, but nothing like OP describes. |

They take an already absurd process and then add even more layers of bullshit to it. Their whole process to add a pistol to your permit is absolutely insane. One county over luckily I just pick out a gun, call the county clerk and usually get an appointment that day, drive down, get it added, then go pick it up. Usually all in the same day. It’s still bullshit, but it’s same or next day, compared to weeks/months in Albany. The good thing is some counties are willing to administer permits they issued even if you move to another county. I have friends who live in Albany now who jump a county or two over to buy new guns. |

it changed since i got mine in 94. mine expired a couple years ago but i dont live there anymore.
used to be fill out form and get fingerprints and references. references didnt have a form. pay the fee around $100 back then. wait 6 months to get told yes or no. had to file twice. was not US citizen the first time. get approved after a year. go buy the gun and take info to county clerk. no waiting back then. every gun serial number was placed on permit. those are the only guns you can touch. ETA: forgot to add you can carry everywhere in state except new york shitty |

Go to court, get called up to speak to judge for purchase. 16. Judge approves and sends paperwork back to county clerk. 17. County clerk notifies you by mail, purchase form approved. 18. Go to county clerk to pick up your purchase form. 19. Take purchase form to the gun store to pick up your gun. Rinse and repeat from step 13 on for every purchase. I want to say from the time I started until had the purchase in my possession was 5 months. fuck that shit I just show my licesense after groping the handgun then show my driver license and leave in 5 minutes So glad I left NY and moved to America. |

In Suffolk county with your CCW already in hand you;
1. Go to the gun store and buy a pistol. Complete the 4473, get approved, Have receipt in hand then, 2. Go to Yaphank (PO pistol bureau) show them receipt and get 2 pieces of paper listing the gun, serial number, etc. give the Po-Po the 5 $ money order. 3. Return to gunstore and take possession of pistol giving them 1 of the 2 pieces of paper you got at Po Po. 4. Return to Yaphank with new gun within 10 days and show it to them so they can verify serial number and get hard card CCW Listing new gun and serial number on it. Done. Getting the initial CCW is s royal PITA, but once you have it your part “of the club” and everything seems better and faster from the stores and the police dept. you have to have that 2nd piece of paper (stamped by the Po Po) because that new gun in your possession is not yet listed on the hard card. Only on the 2nd trip to the police does it become officially added. Getting full carry permits in Florida and Pennsylvania were much easier and both took about a week to get. In NY, our CCW’s have administrative restrictions on them ie sportsman, building owner, armed guards, retired LEO etc. although technically you can’t be arrested or charged with a crime, for carrying out of cause, you can still lose your permit for doing it. THATS the real bullshit clause as I see it |

Not quite that many steps in Tompkins, despite us being on the liberal end of the spectrum
Note: If you're moving into NYS and already own handguns, your former permit has no bearing on getting a NY permit. Your handguns must live at the LE agency or a local FFL until you get your permit Imagine having to park your car at the state line for two years before you can drive it in NYS... Fill out application Find four references who've known you at least a year and live in the same county In our county the application process is handled by the Sheriffs Office. Sheriff staff review the application, speak to the references, etc Forward packet to the judge, who often sits on it for months permit gets approved. For each handgun purchase, I as the FFL send the buyer a PDF of the pertinent handgun information.They print that out and take it to the Sheriff for a purchase coupon. Once they have a coupon, they come to me for the transfer Some counties will pre-load the buyer with a coupon before the gun actually shows up. In that case the form I create is printed out and handed to the buyer to take to their counties Sheriffs office to have the handgun entered onto their permit In the case of a private sale, the parties come to me; the seller is provided with paperwork to get the handgun off their permit. If its a handgun the buyer gets the form to get the purchase coupon The buyer fill out the 4473 and takes the gun home. No safety class required in Tompkins. A local instructor years ago tried to get me to advocate for safety classes for permit applicants so he could make money training the applicants; I refused to endorse the suggestion. The four personal references are the biggest waste of the process in my opinion. Almost everyone says the same exact thing about the applicant in their paperwork IMHO, a person moving into NYS with an existing permit from another state should be fast tracked in the process. |

For those unfamiliar, I can drive 20-30 minutes in any direction and be in a different county. My wife tried to get her permit a few years ago and they told her that as she's picking up the application. She had gone to college for 4 years in a neighboring county; was told it didn't count. We're both hermits to a degree, and while I was able to use co-workers and friends she didn't know many local people at the time. So that was $50 wasted (gun safety course). Took me almost 7 months to get approved, over 11 years ago. I'm told it's close to a year now. They try to blame it on the 'Mental Health' checks, but I sold a pistol to someone in a neighboring county who got his in 6 weeks. (every county is different) Like was stated, initial permit is 'Restricted' to "Hiking, Camping, Fishing, Target Shooting". My response: I'm always 'hiking'. It's an administrative restriction anyway, not codified in law. ETA: Costs before even buying a handgun - $50 "Gun Safety Course" (at the time, think it's $60 most places now) $120 for Pistol Permit Application.. I think that included fingerprint fees $20? fee for initial permit pickup. Approximate, don't recall exact. $8 fee each time a gun is added or removed. I joked that if I ever won the NRA "win all these guns" raffle I'd be hurtin'. It's a plastic card with a list of all of your guns and serial numbers. I've seen people with deck-sized (thickness) piles. |
