Lifting up their shirts, as in just exposing their boobs? Boobs aren't really "sexual" organs and in many states it's actually not illegal for women to go topless in public.

I guess Missouri hasn't figured that out.

BTW, read my other post. No law was broken for the simple fact that breasts are not "sexual organs". Do look up what "dismissed with prejudice" means in a court of law.
