Work exposes me to the programmatic side of one of the DoD's construction programs. There's a lot of reasons for that much to be sitting unawarded. Overestimating the costs of a project is almost never the reason.

I can't speak for Hawaii, but the larger California SF Bay Area cities don't want the US military here in any way, shape or form. For many of the people in charge, the loss of $700 million in military spending is a good thing.

When Feinstein lobbied to get the USS Iowa (BB-61) into San Francisco as a museum ship, the SF city council balked and said they don't want another symbol of war in their city. They fully rejected the idea. The USS Iowa ended-up in San Pedro (Los Angeles.) Feinstein implied the San Francisco city council was unpatriotic and said they were sending the wrong message to the rest of the country, and SF basically told her to piss off. If I was Trump, I would work overtime to make sure the SF Bay Area gets as little defense spending as possible.

Both of those things make the socialists poo in their pants (the wall and guns in the hands of the citizenry). And makes the globalists lives uncomfortable. We want less enforcement mechanisms for firearms possession and for building the wall. We need our immigration laws enforced. The wall is a device to make it harder for the illegals to cross at will. It will be fine to make border enforcement and DHS easier and more effective to do their jobs. Build the fookin' wall!!!!
