Because the drafters don't understand guns, this measure actually bans most magazines for semi-auto firearms (outside your home or at the range), which is an effective ban on semi-auto firearms.  

Per the measure, "large capacity magazines" are magazines that accept more than 10 rounds, or those that can be "changed, or converted to accept, more than 10 rounds of ammunition."

And Section 11(1)(d)(A) of the measure further clarifies that "large capacity magazines" do not include any magazines that are "permanently altered so that [they are] not capable, now or in the future, of accepting more than 10 rounds of ammunition."  

So where do we land on the legality of mags that hold 10 or less rounds?

The massive problem here is "in the future".

As we are all aware, almost every magazine known to us has a kit somewhere that can change the mag to allow it to accept additional ammo.  There are 61 such kits on Brownells as I type this.  

Even if you do not have such a kit installed on your mag, your mag is illegal under this measure, because someone could, "in the future," alter your mag to make it capable of accepting more than 10 rounds.    

Take, for example, the Glock 26.  10 round mag, right?  Should be good to go, right?

Welp, this exists.

Even if you don't own this kit, your Glock 26 mag is capable, "in the future" of being changed or altered to accept more than 10 rounds.  Your mag is illegal, and you can't carry it outside your home under this measure.

I appreciate this will come down to cops and DAs making decisions, but the measure is pretty clear.

This measure is a disaster.  And no one knows how bad it is.

We're getting to the big push before ballots are mailed out on the 19th.  It's critical that we all get together to spread the word.  The Oregonian has already posted their poll with an assumption that 51% of liberals supporting the measure actually means 73%, since the "educated" voters will most surely support this BS.  The knives are being drawn. We need to be aware and fight back.

For those of you outside of Oregon, the measure is mainly sponsored by the Gifford Foundation. They essentially went shopping for a group that could submit the legislation and found a group of anti gunners in Portland willing to participate.  The measure has wording copied from the Illinois permit laws which, once again, shows it's not a grass roots effort, it's an attack from national groups.  If this passes, it will embolden the organizers to try this in other states.  It means that we're being attacked from a well funded foe and need help.  The best way I know of to help is to donate to Oregon Firearms Federation (OFF-PAC) . They are the only 100% second amendment, no compromise, support group in the state. web site   and here's the one to the donation page..  I can't stress how important this to the country and how much everyone's help is needed.
