One time that car sat and was driven maybe 20-30 times that year.

Not saying anyone should break laws, just understand it's not that big of a cash burden if it happens (at least for old cars in NC).
Go visit you poor areas in town, look and see how many tags are current and watch the cops smile and wave.
Late fees in NC are $20 a month in NC IIRC.
Driving on a expired tag is a ticket, all you do is bring everything up to date, bring paperwork in a DA usually drops the case and no fine. BTDT.
Courts in our town don't have time to try petty traffic violations, 95% of the time talking to the DA gets it dropped. The other 5% can be taken care of by a lawyer.
With all this said how many small towns that can't even keep up with current court cases are gonna be able to handle gps etc fines cases?
Worst case pay a fine, update your shit and disable it until next year. The older you get the more you can claim you forgot and here is your $100 to leave me alone for another year.
All of the above just makes me laugh when I even think about GPS/odometer shit being enforced.
