I have found full-flapped pouches, relying on buckled closures to be resistant to the elements, be it snow, freezing rain (the worst, IMHO), dust, and mud. Some are better than others, the wider the flaps, the better.
The old ALICE 30-rd mag pouches, are something modern mag pouch mfrs might want to consider, as such pouches offered almost complete pouch encapsulation of the mags, and almost complete protection from the elements. They are far from perfect, but exhibit some desirable qualities. Frankly, I'd prefer them to some modern, open-topped, bungee-type pouches. YMMV
I dislike Velcro closures, as they are noisy, and are subject to deterioration over time, not to mention being clogged with dirt/mud in the interim.
I very much dislike any sort of elastic and/or bungee, as such materials deteriorate; in the case of sewn-in elastic, the elastic is sometimes impossible to replace.

The pouches that do not rely on elastic need no further comment. Those that have elastic should have the elastic carefully cut away, and appropriate KIWIs inserted. The pouches that rely on bungee cord for one of three methods of pouch closure can have the bungee cord replaced by user with same item, or by 550 paracord.
I don't know of better-made gear; whether it suits your particular needs is for you to say.
