I searched.....

My business is 99% classic/old firearms with the occasional modern gun and a few AR lowers over the years.

A friend (with my okay) ordered a couple of Dagger frames and it dawned on me, I'm not sure how to transfer these in Pennsylvania.  
PA people will know we have an additional form for each pistol, and not sure if these are considered pistols by the Feds or PA State Police.  

Going to reach out to my IOI and/or the State Police but buddy contacted me and asked to pick them up tonight.  
Will still make the calls, but posting this for additional information.

Federally they are an Other/Frame Or Receiver.

I'm not sure how PA will view them under state law.

Unless something has changed recently that I'm unaware of SP4-113 forms have never been required for frames

State Police finally had someone answer the phone at 3:57 PM.

What did they say?

AR Lower receivers did not get the form when I've bought them.

I've never bought a bare dagger lower.

EDIT:   I am not sure how that would work for a pistol frame from a prior assembled pistol, but I didn't ask as it may have just confused the issue.
