Looking  at JR Machine kits.  Seem pretty comprehensive.  What I am missing is:  are there no welds?

Stack the cones in a tube, screw on end plates and drill?

More like Drill first, then stack them in the tube and screw on the ends.

So you have the right ish idea.

Not sure anyone is making a welded form one kit to my knowledge. (read very limited.)

I would guess "silencer quality" welds are outside the capability of most of the form 1 crowd (considering a lot of people are drilling their cones with hand drills), so it's not something the suppliers are really catering to.

You really want a rotary fixture and TIG welder (and back purging) to do it nice, and keeping everything nice and true is probably pretty difficult.

No welds in any form 1 kits AFAIK.
