If FFL 1 takes in a handgun to ship to FFL 2, does FFL 1 need to enter into the bound book ?

Does it fall under the "received, work performed, returned to customer" under 24 hour rule I read about?

Of course I need to enter it in, as I'm dispositioning it to someone other than the owner who dropped it off.

There is nothing to get around. You are shipping it. Not SMG. You're simply using their account to satisfy UPS regs and even then half the time they won't accept it.

The ATF allows owners to ship firearms directly to manufacturers for repair, etc. Or even for sale to a third party.
