Actually the action that were once fitted to them.

Both are "Bench Rest" type and one was labled as a McMillan.  

Not sure if this is the best forum on the site to ask, but one has to start somewhere.

You will be able to narrow it down more if you measure the action screw distances.

Neither stock has a forward action screw.
Likely they were some sort of "Glue In" arrangement.

In the pics above, you can see the blue stock has no holes for screws at all.

In the black stock, the rear hole is drilled through, the forward hole is NOT.  The forward hole may have been a pin of some sort, but it does not go through the stock.

A quick image search shows that your suggestion is likely correct!
Will do a better search later for Panda dimensions to confirm.

Flat bottom receiver is a clue.  Pre-'64 Win Model 70s were flat bottomed, but they had a recoil lug near the front and I don't see it in the wood.  I'll have to check Otteson.

I know it's not:

1903 Springfield
1917 Enfield
K98 Mauser
Rem 700 (round receiver)
