A lot of Winchester .45 ACP was made in the Czech Republic, as was some of their other white box branded ammunition. Look for the fine print on the boxes.
I had some TZZ headstamped (Israeli IMI) .45 with offset flash holes. Not quite as bas as the OP's brass, but you got a "ping" every so often on the downstroke after decapping. |

I haven’t encountered any like that and I hoard Winchester brass in 38 special, 357 magnum, 45 acp and 223 in 5 gallon buckets.
I’m hoping that’s a reject that made the cut on accident. |

Start reloading Fiocchi .223 and you will think that flash hole is pretty well centered.
Doesn't seem to effect anything though. Never seen a Winchester case like that but I avoid most of their newer stuff as I have reliability problems with it. |
