I see the GG&G M1A Scout Mount is advertised for use on the SOCOM and Scout Carbines. Is this due to the handguard design, or is there another reason it cant be used on a full size M1A?

The top handguard has an opening and pic rail in the "scout" location for an optic.  Versus the 22" rifles they have a full complete handguard from the receiver to the gas block.
